Its accompanying description says the actor confirmed online speculation that he is part of the cast. GTA BOOM's report of the same awards-season interview says Root identified the role as Brian Heder. That combination supports confirmed status for Root's participation and an attributed identification of his character; it does not amount to a Rockstar-issued cast announcement.

Who Brian Heder is in Rockstar's official material

Brian is not a leaked or fan-named character. Rockstar's GTA VI site describes him as an old-school drug runner in the Leonida Keys who still moves product through his boat yard with Lori, his third wife. Jason lives rent-free at one of Brian's properties in exchange for helping with the operation. The profile establishes a landlord, employer and criminal-associate relationship, although ‘mentor’ remains an interpretation unless the finished story defines it that way.
