Rockstar's new mod rules: what is allowed, banned and still uncertain for GTA 6

Rockstar Games has published formal mod guidelines covering its catalogue. The policy bars unofficial platform ports, story and mission expansions, cross-game map or character mashups, unlicensed multiplayer and commercial modding outside Rockstar's Creator Platform. It does not announce GTA VI mod support, a PC release or a takedown campaign.

Four boundaries reshape the familiar single-player exception

Rockstar says mods must not expand or modify official stories, plots, missions or characters; combine assets or locations from one Rockstar title with another; add multiplayer outside its licensed Creator Platform; or make a game run on hardware where Rockstar never released it. Conventional single-player customization is not categorically banned, but it now sits inside those explicit boundaries.

Unofficial ports are now plainly outside the policy

The platform rule is especially consequential for fan-led ports to Switch, Wii, GameCube, mobile devices and other unsupported hardware. GTA BOOM connects the wording to several recent projects, including an unofficial GTA V Switch effort. Rockstar does not name those projects or announce takedowns on the guidelines page, so their legal or operational fate cannot be inferred from the policy alone.

Multiplayer and monetization move toward Rockstar's platform

Rockstar limits multiplayer modding to its officially licensed Creator Platform unless separately licensed. Commercial modding is also restricted to that platform and approved storefronts. The policy excludes real-money gambling, loot boxes, gacha, virtual-currency sales, cryptocurrency and sponsored product placement, while also barring creators from charging for Rockstar-made assets, missions or DLC.

IP, voices and player safety receive separate restrictions

The document prohibits cheat tools that interfere with official online services, misleading use of Rockstar branding, unlicensed third-party IP and reuse of Rockstar voice performances. Real people's voices, images or likenesses require written permission. Additional community-safety rules cover harassment, extremist content, self-harm, threats, child safety and real-world armed-organization roleplay.

What this does — and does not — tell us about GTA VI

The timing makes the policy relevant to the next GTA era, but Rockstar has not promised GTA VI mod tools or even announced a PC edition. The most defensible conclusion is narrower: if and when GTA VI modding becomes possible, Rockstar has now stated the content, platform, multiplayer and commercial boundaries it intends to enforce across its games.
