Miami’s plan for oversized GTA 6 advertising downtown now has an official paper trail. The city file sets out the proposed price, location, dates and approval conditions, while leaving one crucial distinction intact: documented terms are not the same thing as a completed deal or a final vote.

What the proposed ordinance would allow

The City of Miami file describes a temporary event area bounded by Northeast 5th Street, the Miami River, Biscayne Bay and Northeast 2nd Avenue. Inside that zone, banners larger than 5,000 square feet could be permitted between October 15 and December 31 for no more than 56 days. Each installation would still require an individual city permit, and the artwork would need approval connected to Take-Two Interactive.

The fee changed, and its destination matters

The latest text sets an application fee of $208,000 for each qualifying large banner, rather than the roughly $202,000 figure reported from an earlier version. The proposal links the proceeds to the Underdeck park project along the Edward T. Graham Greenway. That makes the measure a narrowly defined municipal advertising arrangement, not evidence that Rockstar has purchased every available placement or begun installing a citywide campaign.

Proposal, permission and campaign are three different stages

At the time of this review, the legislative portal supplied the ordinance text and meeting association but did not show a recorded final vote, an adopted status or an effective date. The file therefore confirms the terms being considered, not final execution. Separate discussions in Miami Beach and Miami-Dade County should not be merged into this City of Miami proposal: they involve different authorities, locations and approval processes.

What would confirm the next step

The next meaningful evidence would be a recorded adoption, an effective date, issued permits or a direct announcement from the city, Rockstar or Take-Two. Until one of those appears, the safest conclusion is precise: Miami has documented a route for temporary GTA 6 banners downtown, but the public record reviewed here does not prove that the banners are approved and scheduled for installation.
